Bringing over twenty-four years of experience, Scott is the recognized expert in the public sector—serving school districts, colleges and universities, municipalities, authorities and state agencies—and is frequently consulted by clients, regulators, other professionals and the State Department of Education. His recognized leadership and experience serving the public sector adds additional depth to the firm.
Mr. Clelland’s experience includes the development of the accounting procedures manual currently used by all school districts in the state of New Jersey and he assisted the State Department of Education in developing the Chart of Accounts, the Sample Comprehensive Annual Financial Report and implementation of generally accepted accounting principles for school districts.
Scott began his career with the accounting firm Ernst & Young, LLP in 1984. He dedicated 21 years at Ernst & Young servicing the public sector and developing its school district audit practice.
Scott is a graduate of Muhlenberg College and holds a Bachelor of Arts Degree in Accounting and Business Administration. Scott serves on many professional organizations including the American Institute of Certified Public Accountants, New Jersey Society of Certified Public Accountants (NJCPA), The New Jersey Association of School Business Officials and The Registered Municipal Accountants Association.
Scott was recently appointed as a Vice-President of the NJCPA Executive Board.
